Shinzo Abe administration actively tries to
put further pressure on Kim Jong-il regime of Democratic People’s Republic of
Korea. In an urgent meeting of United Nations Security Council, Japan requested
immediate sanction against the North. Prime Minister Abe directly negotiated
with the top leader of Russia to take measures against provocative North Korea.
Nevertheless, Kim is reportedly preparing for another missile test, defying
international requirement of stopping intimidation.
Having fundamental concern on a threat of
being directly attacked, U.S. led the negotiation over new economic sanction
against North Korea in U.N.S.C. “We must now adopt the strongest possible
measures,” told U.S. Ambassador to U.N., Nikki Haley in the meeting. “His
abusive use of missiles and nuclear threats show that he is begging for war.
War is never something that United States wants. We don’t want it now. But, our
country’s patience is not unlimited.
Japan joined the accusations on North
Korea. “We cannot waste any more time,” told Japanese Ambassador, Koro Bessho.
He requested another U.N.S.C. resolution with stronger sanctions. According to
the source in U.N.S.C., oil, workers abroad and textile products can be the
objects of new sanction. However, Chinese Ambassador, Liu Jieyi, requested
resuming talks, while accusing North Korea strongly. Russian Ambassador, Vasily
Nebenzya, also urged all the related parties to resume talks.
Prime Minister Abe made a telephone
conference with Russian President, Vladimir Putin, late at Sunday night. While
it was unusual for a top leader to have an important talk on the telephone in
foreign country to avoid wiretapping, Putin accepted the request from Japan for
the talk when he was in Amoy, China. “We perfectly shared a notion that the
provocation of North Korea was serious threat and I proposed him cooperation in
U.N.S.C.,” told Abe to the reporters. A source in Japanese government revealed
that the substance of the telephone talk was something to be heard by China
even through wiretapping.
China and Russia is still reluctant to
punish North Korea. According to Xinhua News Agency of China reported that Amoy
Declaration in the leaders meeting of emerging countries of Brazil, Russia,
India, China and South Africa, stressed peaceful measures to settle the problem
of North Korea. It was a pressure toward U.S. that would not exclude military
potion. Attributing to a possibility of confusion in the border with North
Korea, China keeps soft attitude toward the North, defying international
requirement of strong measures.
